INTRODUCTION

The Town of Johnstown has acquired a portfolio of water rights from former agricultural users.
Some of these water rights have undergone transfer from their original point of diversion to other
points of diversion; all are now within the Consolidated Home Supply Ditch and Reservoir Company
(Home Supply). Other rights have been transferred to not only the Home Supply Ditch, but to
municipal use. This report covers those water rights owned by the Town and not formally transferred
to municipal use as follows:

Big Thompson Ditch

· .89 cfs out of 1.89 cfs of priority number 1 transferred from the headgate of the HiIIsboro
Ditch to the headgate of the Consolidated Home Supply Ditch by H. J. Parrish in Case
#6465 (6-4-1913). Appendix A contains CA 6465 and CA 6952, both of which pertain to
the Town's Big Thompson Ditch Shares. Figure 1 is a schematic which illustrates the
history of the Town's Big Thompson Ditch Share ownership.

Big Thompson Ditch and Manufacturing Co.

· 2 shares (6.0 cfs) transferred from the headgate of the Big Thompson Ditch and
Manufacturing Company's Ditch No.2 to the Consolidated Home Supply Ditch by John
Swartz in Case #6831 (3-23-1914). .

Johnstown purchased 1.0 share from John Swartz on 10-22-27, and an additional 1.0
share from John Swartz on 1-9-28. Appendix B contains CA 6831 and CA 8795, both of
which pertain to the Town's Big Thompson Ditch and Manufacturing Company's shares.
Figure 2 is a schematic which illustrates the history of the Town's Big Thompson ditch
and Manufacturing Company's share ownership.

Consolidated Home Supply and Ditch Company

· 6.25 shares currently owned by the City which have not been transferred.

The Town's total ownership of the above ditches is shown in Table 1. Figure 3 is a straight line
diagram of the Ditch and Reservoir Systems on the Big Thompson River.

The application to transfer the Big Thompson ditches' water rights will request that the type of use be
formally modified so as to allow use for municipal purposes within the present and future service
areas of the applicant, and for irrigation. For the Home Supply Ditch, the application will request
that the type of use, place and manner of use be modified so as to allow use for municipal purposes
within the present and future service area of the applicant, and for irrigation. The point of diversion
