Its water use compares
favorably with other front range municipalities and supports a lawn irrigation season from April
through October. Therefore, the non-irrigation season, and the period of internal use inside homes
and businesses occurs from November through March. Using the information in Table 2, COM was
able to denote the Town's base water USe during this November through March period, and the
amount of water used each month as a percentage of total annual use. This information is shown in
the first two columns of Table 3. The remaining columns show:

(3) Outdoor water use (column (1) less column (2))

(4) Base use as a percent of annual water supply consumed (consistent with other front range
studies) a 5% consumptive use factor was applied to derive consumption within the home.

(5) Outdoor water consumed as a percent of annual use. (Based upon information derived from
studies in the Denver Metropolitan area, 83 percent of outdoor water use is considered to be
consumed. That is, 17 percent of the water used outside the home returns to the river
system via surface runoff and percolation below the root zone, i.e., ground water return
flow. It is also assumed that this ground water return flow returns to the stream at a steady
rate throughout the year. Column (5) is the product of Column (3) times .83 for the
months of April through October).

(6) The percent of annual use consumed. (This column is the sum of Columns (4) and (5).)

(7) Monthly consumptive use. (This column is the result of dividing the monthly consumptive
use (Column (6)) by the monthly water use (Column (1)). Except that for January,
February, March, November, and December, a consumptive use of 5 percent was applied.
(see Note 4)

(8) Monthly return flow. (100 percent minus the monthly percent shown in Column (7)).

(9) Average return flows for the period 1985 through 1989 - (This consists of actual wastewater
flows at the municipal plant for the base periods (November - March) and monthly return
flow percentages for the period April through October multiplied by water used for
municipal purposes only (Le., excludes Coors Bio-Tech).

The above information shows, that over the 5-year period, 1985-1989 inclusive, municipal users
consumed approximately 42 percent of the water produced by the Town of Johnstown's water
treatment plant; return flows amounted to 58 percent of the municipal supply produced at the water
treatment plant.

-8-
