<br />Logan Irrigation District <br />May 16-17, 2006 <br /> <br />Agenda Item 11 a <br /> <br />~ <br /> <br />The Prewitt Operating Committee operates the Prewitt Reservoir and its associated structures for the <br />benefit of the landowners and shareholders by providing stored water as a supplement to their direct <br />flow irrigation water. The reservoir provides supplemental irrigation water for approximately 28,000 <br />acres, well augmentation, and recreation. The Prewitt Inlet Ditch diverts from the South Platte River, <br />just upstream of the Logan/Morgan County line, with average annual diversions of 40,160 acre feet. <br />Average annual delivery to landowners is approximately 18,400 acre feet (LID - 0.75 acre-ftJacre; <br />liD - 0.45 acre-ftIacre; and MPRC - 14 acre feet/share.) Background information on each owner is <br />provided below. The water is stored in the reservoir and deliveries are made either to the South Platte <br />Ditch or directly to the South Platte River for use by various ditches in Logan County or for exchange to <br />water users in Morgan County or for augmentation of wells within the service area. <br /> <br />Prewitt Reservoir - Prewitt Reservoir is an off-stream reservoir constructed in 1910-12, located <br />primarily in Washington County, with a portion of the dam in Logan County. The dam is a Medium <br />Size (< 50,000 AF), Class 1 Dam (loss of life expected in the event of failure), with a dam height of <br />36 feet at Gage Height (GH) 35.5. The dam has a length of 3.5 miles. The maximum storage is <br />32,300 acre feet (GH 28.0), but the reservoir is currently restricted to 28,600 acre feet (GH 26.5). <br />The lake has a surface area of 2300 acres at the restricted level. The outlet works (4 - 5'x2' <br />concrete boxes) are located in the NW corner of the reservoir, and the reservoir has no service or <br />emergency spillway, with the exception of a low depression in the SW corner of the reservoir, which <br />the State Engineer's Office (SEO) considers a natural open-channel emergency spillway. The <br />reservoir has a Colorado Division of Wildlife recreation lease that provides income to the reservoir <br />owners. <br /> <br />The proposed emergency pipe spillway is being constructed to address SEO dam safety requirements. <br />The J?rewittRe.servoir .has op.e.r:ated atarestricted storage .oJ 28,6DO acre feet for o\t'er 20 ye.ars and <br />will be further restricted without the construction of an emergency spillway. It is the desire of the <br />Prewitt Operating Committee to once again store the full decreed amount. It is felt that the <br />construction of the emergency spillway is the first step in completely removing the storage restriction. <br />Additional steps may be a dam stability/seepage study and addressing safety concerns with regard to <br />wave action due to wind. <br /> <br />Feasibilitv Studies <br /> <br />The LID, through Jim Yahn, P.E., Manager of the Prewitt Operating Committee, has completed the <br />feasibility study in accordance with CWCB guidelines. The study includes an assessment of <br />alternatives to address the emergency spillway issues. The engineering design work for the project <br />has been completed by W. W. Wheeler and Associates of Englewood, Colorado. <br /> <br />Proiect Participants <br /> <br />Looan Irrioation District (Project Sponsor) -The LID was formed on December 19, 1910 by order of <br />the Logan County Commissioners and operates as an Irrigation District under the Irrigation District <br />Law of 1905 (C.R.S. 37-41-101 to 160), including amendments in C.R.S. 37-43-101 to 211. The <br />LID office is located in Sterling. LID levies an acreage assessment based on benefits received, but <br />there is no mill levy assessment. The Logan County Treasurer serves as the ex officio LID <br />Treasurer and collects and distributes assessments, in the same manner as property taxes are <br />collected. Money is distributed to the LID on a monthly basis. Elected governing Board Members <br />are: Robert Lingreen, President, Rod Mari - Vice President, Gerald Ruf - Director. James Yahn - <br />Secretary/Manager is appointed by the Board. Typically, about 50% of the LID budget comes from <br />acreage assessments, and 50% from the State recreation lease. In 2005, the total revenues for LID <br />were $73,200. There are 128 landowners and 12,818.9 District acres. The current levy is <br />$2.60/acre.
