<br />001670 <br /> <br />Operation Plan for the Proposed Long Hollow Reservoir <br />Preliminary Draft, March 17, 2004 <br /> <br />1.0 SUMMARY <br /> <br />This plan provides the description of the operations anticipated for the proposed Long Hollow <br />Reservoir (LHR) project. The plan incorporates results from a hydrologic (MODSIM) model for <br />the La Plata River in Colorado that was assembled by Wright Water Engineers, Inc. (WWE) for <br />the 14-year study period from water year (WY) 1989 through WY 2002. The model simulated <br />the: <br /> <br />1. Ability of the proposed LHR to fill. <br /> <br />2. Amount and timing of releases from LHR to deliver water to New Mexico at the <br />Colorado-New Mexico State Line gauge as required by the La Plata River Compact <br />(Compact) while allowing Colorado ditches on the La Plata River to divert in-priority by <br />exchange without impacting the Compact. <br /> <br />3. Amount and timing of releases from a 300-acre-foot (AP) Compact Reserve Pool in LHR <br />used to deliver water to New Mexico during the mid-summer low flow period when the <br />La Plata River often is administered as a split river in Colorado. <br /> <br />The yearly and average incremental agricultural diversions, depletions, and return flows for <br />existing lands in Colorado are quantified. The plan shows that irrigators on the La Plata River in <br />both Colorado and New Mexico will receive more water and a more dependable and steady <br />supply, and LHR will improve Colorado's ability to administer to the Compact. <br /> <br />2.0 BACKGROUND <br /> <br />The proposed LHR is located in southwest La Plata County, approximately 22 miles southwest of <br />Durango, Colorado in Sections 29, 32, and 33, T33N, R12W, NMPM. LHR is a proposed on- <br />channel reservoir.
