0016'78

Operation Plan for the Proposed Long Hollow Reservoir-Preliminary Draft, March 17, 2004

No releases from LHR will be made for direct diversion by any ditch; releases from LHR will be
made only to meet Compact demands at the State Line gauge.

When the District Pool is depleted, the La Plata River will be administered in a manner
consistent with administration prior to LHR with the sole exception of releases of the Compact
Reserve Pool from LHR.

7.2.2 Compact Reserve Pool Operations

The Compact Reserve Pool will be designated as the first 300 AF of active storage in LHR each
year. This pool will be reduced by its pro rata share of evaporation while in storage.

The Compact Reserve Pool will be released to help to meet Compact obligations at the State Line
gauge under split river conditions. Compact River Pool will be utilized under a split river until
the Compact Reserve Pool is depleted. Compact Reserve Pool storage will not be carried over to
the next year if it is not fully utilized in a prior year.

8.0 CONCLUSIONS

E:\Documents\Wwe Wei\2004\991-077\OOO\Operation Plan.doc

991-077 .000
March 2004

Wright Water Engineers, Inc.

Page 9
