<br />001724 <br /> <br />1 <br /> <br />CHAPTER 1 <br /> <br />THE USGS, SBSC, GCMRC FY 2006 FINAL ANNUAL WORK PLAN <br /> <br />INTRODUCTION <br />The Fiscal Year 2006 (FY 2006) U.S. Geological Survey, Southwest Biological Science <br />Center, Grand Canyon Monitoring and Research Center (GCMRC) Work Plan describes <br />scientific activities intended to provide the information needed to address the management <br />objectives developed by the Glen Canyon Dam Adaptive Management Work Group (AMWG). <br />These management objectives have been recommended by the AMWG to the Secretary of the <br />Interior to meet the intent of the 1992 Grand Canyon Protection Act (GCP A), and the Record of <br />Decision (ROD, 1996) for the final Environmental Impact Statement on the operations of Glen <br />Canyon Dam (GCDEIS, 1995). <br /> <br />THE GCMRC'S STRATEGY FOR DEVELOPING <br />THE FY 2006 ANNUAL WORK PLAN <br /> <br />In response to constraints on science funding for the Adaptive Management program <br />combined with an expanding assortment of research and monitoring needs identified by <br />stakeholders, the GCMRC critically re-evaluate program planning during FY 2005. Because of <br />increasing needs for science information without additional funding, the GCMRC identified <br />several recommended adjustments in the science program to balance the following critical areas <br />as it developed in the FY 2006 work plan and budget. <br />Core Monitoring to Document the Influence 1996 Record-of-Decision - This element <br />stems from the list of key downstream resources identified within the Operations of Glen <br />Canyon Dam - Final Environmental Impact Statement. These data provide the essential time <br />series for use by both managers and scientists in evaluating environmental changes below the <br />dam, despite the fact that such data alone cannot identify cause and effect. These data are <br />deemed to be of great value to the Adaptive Management Program in and of themselves and <br />provide a foundation on which experimental design can be built that does identify cause and <br />effect. The "Downstream" report of the National Research Council (NRC, 1999)states "The <br />Center has correctly identified the need for a scientifically sound, comprehensive, long-term <br />monitoring program as a major priority."
