<br />0017S8 <br /> <br />45 <br /> <br />2. The Library has also implemented a consist.~nt peer review process to help ensure the <br />quality of scientific projects conducted by the GCMRC. The Peer Review Protocols <br />developed and administered by the library are utilized in the NPS permitting process <br />for external review of project proposals prior to submittal to the NPS Research Office <br />for review and approval. <br /> <br />Survey Operations - The long term monitoring objectives of GCMRC require positions <br />and elevations for past, present, and future spatial datas:ets. The GCMRC Survey Department's <br />mission is to provide survey support for 1) collection of these spatial measurements and, <br />2) referencing the spatial data collected in the Colorado River ecosystem to the primary control <br />network. The survey department is also responsible for establishing and maintaining the geodetic <br />control network in Grand Canyon. The geodetic control network serves as the foundation for all <br />spatial measurements necessary for long term monitoring. This control network also serves as the <br />spatial framework for the Geographic Information System (GIS). The referencing of spatial data <br />must be consistent in order to perform accurate change detection. All measurements collected for <br />studies approved by the Adaptive Management Program are archived for quality assurance, <br />quality control, network adjustment, and database integration. <br />The survey department provides network control point coordinates and error estimates, <br />QA/QC for remote sensing, topographic and hydrographic maps, and the additional manpower <br />necessary to collect these data. The survey department staff also incorporates historical datasets <br />that had been previously referenced to superceded or local control coordinates into the CRE <br />database. This integration requires translation and rotation of the instrument and reference <br />azimuth stations to match the most current coordinates, which reference the primary geodetic <br />control network. <br />The survey department is familiar with data collection and processing of topographic, <br />hydrographic, and geodetic data. Specific equipment available to researchers includes static, <br />kinematic, and Real Time Kinematic (RTK) Global Positioning Systems, single-beam and multi- <br />beam hydrography, acoustic Doppler sensors, laser scanners and conventional survey equipment. <br />The Survey coordinator assesses the level of survey support required to efficiently implement <br />individual studies and evaluates and schedules equipment and personnel requests. <br /> <br />Technical Support Coordination - Integration of support capabilities in the areas of GIS <br />and Remote Sensing is critical to the success of scientific data collection and integration for all <br /> <br />GCMRC FY2006 Annual Work Plan (Draft February 15,2005) <br />
