Rinne, Director <br />Resource Management and Technical Services Office <br /> <br />Subject: <br /> <br /> <br />Enclosed for your reference is a copy of the subject final biological assessment <br />(BA). This BA was forwarded to the u.S. Fish and Wildlife Service (Service) on <br />August 9, 1996 (copy of memorandum enclosed), with a request for formal <br />consultation under provisions of Section 7 of the Endangered Species Act. We <br />have been informed of the Service's receipt of the BA on August 12, 1996, and <br />their determination that the due date for their draft biological opinion is <br />December 24, 1996. <br /> <br />Upon receipt of the Service's draft biological oplnlon, Reclamation will <br />distribute copies for a 45-day public review and comment period. As specified in <br />Step 6 of the March 29, 1996, Consultation Agreement (Appendix B in the final BA) <br />between Reclamation and the Service, Reclamation will consider the comments and <br />provide the Service information regarding errors of fact and whether reasonable <br />and prudent alternatives and/or measures can or cannot be implemented. The <br />Service will consider Reclamation's comments and requests in providing a final <br />biological opinion by April 15, 1997 (Step 8 of the Consultation Agreement). <br /> <br />As part of our commitment to an open, public consultation process on lower <br />Colorado River operations and maintenance, we are available to discuss the <br />contents of the final BA with any interested stakeholder. Please call <br />Mr. Torn Shrader at 702-293-8703 to arrange for a briefing on the BA.
