Box 1575 <br />Colorado Springs, CO 80901 <br /> <br />Community: City of Colorado Springs, CO <br />Community No.: 080060 <br />Panel Affected: 08041 C0729 F <br />Ef~ective. ~ate of JU L .0 2.2003 <br />This ReVISIon: <br /> <br />102-I-A-C <br /> <br />Dear Mayor Makepeace: <br /> <br />This responds to a request that the Federal Emergency Management Agency(FEMA) revise the effective <br />Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report forEI Paso County, Colorado <br />and Incorporated Areas (the effective FIRM and FIS report for your community), in accordance with <br />Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated August8, 2002, <br />l, P.E., Floodplain Engineer, Pikes.Peak Regional Building Department, requested that <br />FEMA revise the FIRM and FIS report to show the effects of an existing railroad spur along the left <br />overbank of Fountain Creek from approximately 1,600 feet downstream to approximately 100 feet <br />downstream of the confluence with Bear Creek (confluence) and a proposed extension of that spur from <br />approximately 2,200 feet downstream to approximately 1,600 feet downstrearn of the confluence. This <br />request also included more detailed topographic information to reflect existing channel conditions along <br />Fountain Creek from approximately 2,900 feet downstream of the confluence to just upstream of <br />U.S. Highway 24 (US24) (Midland Expressway). This request follows up on a Conditional Letter of <br />Map Revision issued on May 13, 2002. <br /> <br />All data required to complete our review of this request were submitted with letters from _ _' <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM <br />and in the effective FIS report. We have revised the FIRM and FISreport to modify the elevations, <br />floodplain and floodway boundary delineations, and zone designations .ofthe flood having a I-percent <br />chance of being equaled or exceeded in any given year (base flood) along Fountain Creek and Monument <br />Creek. As a result of the modifications, the Base Flood Elevations{BFEs) for Fountain Creek and the <br />width of the Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, <br />increased in some areas and decreased in other areas; and the width of the regulatory floodway <br />decreased. For Monument Creek, the BFEsincreased, the width of the SFHA decreased, and the width <br />of the regulatory floodway did not change. The moditications are shown on the enclosed annotated <br />copies of FIRM Panel 08041C0729 F, ProfilePanels83P and 142P, and affected portions of the <br />Ploodway Data Table. This Letter of Map Revision (LOMR) hereby revises the above-referenced panel <br />oftlhe effective FIRM dated March 17, 1997, and the affected portions ofthe FIS report dated August 23, <br />1999. <br /> <br />The modifications are effective as of the date shown above. The map panel listed above and as modified <br />by this letter will be used for all flood insurance policies and renewals issued for your community. <br />
