In a transmittal
dated April 21, 2001, Mr. Robert L. Plese, Jr., then Floodplain Administrator, Pikes Peak Regional
Building Department, requested that FEMA revise the FIRM and FIS report to show the effects of
construction of a concrete drop structure and placement of a 20-foot by 6.5-foot open-bottom,
reinforced-concrete box culvert along an unnamed tributary to Black Squirrel Creek (unnamed tributary)
in association with development of the Falcon Vista Subdivision, from just upstream of Falcon Highway
to just downstream of U.S. Highway 24 (US24). This request also included more detailed topographic
information and hydrologic and hydraulic analyses to reflect existing watershed conditions along the
unnamed tributary from its mouth to just downstream ofUS24. The submitted hydraulic model also
included an analysis of the existing 24-inch corrugated-metal pipe culvert under Falcon Highway.

All data required to complete our review of this request were submitted with letters from
, P.E., Project Manager, URS, Inc., and Mr. Plese.

We have completed our review of the submitted data and the flood data shown on the effective FIRM
and in the effective FIS report. We have revised the FIRM and FIS report to establish the elevations and
to modify the floodplain boundary delineations and zone designations of the flood having a I-percent
chance of being equaled or exceeded in any given year (base flood) along the Tributary. As a result of
the modifications, Base Flood Elevations (BFEs) were established and the width of the Special Flood
Hazard Area (SFHA), the area that would be inundated by the base flood, increased in some areas and
decreased in other areas. In addition, as a result of the more detailed topographic information, the stream
channel shifted to the west along the project reach. Further, from just upstream of Swingline Road to
just downstream of US24 (the upstream limit of detailed study), the base flood is contained within the
channel. The modifications are shown on the enclosed annotated copy of FIRM Panel 08041 C0575 F;
new Profile Panel 342P; and affected portions of the Summary of Discharges Table. This Letter of Map
Revision (LOMR) hereby revises the above-referenced panel of the effective FIRM dated March 17,
1997, and the affected portions of the FIS report dated August 23, 1999.
