In a letter dated February 21, 2001, Mr. Robert L. Plese, Jr., former Floodplain Administrator, <br />Pikes Peak Regional Building Department, requested that FEMA revise the FIRM and FIS report to show <br />the effects of updated topographic information and the following projects along Pine Creek: realignment <br />and channelization from approximately 700 feet downstream to approximately 800 feet upstream of <br />Academy Boulevard; installation of a 36-foot by 10-foot concrete box culvert under the Academy <br />Boulevard crossing of the realigned creek; installation of two separate drop structures along the realigned <br />creek approximately 150 feet downstream and approximately 450 feet upstream of Academy Boulevard, <br />respectively; and construction of a stilling basin along the realigned creek approximately 300 feet upstream <br />of Academy Boulevard. <br /> <br />All data required to complete our review of this request were submitted with letters from 1 <br />J P.E., Project Manager, URS Corporation, and Mr. Plese. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />in the effective PIS report. We have revised the FIRM and FIS report to modify the elevations and <br />floodplain and floodway boundary delineations of the flood having a I-percent chance of being equaled or <br />exceeded in any given year (base flood) along Pine Creek from approximately 100 feet upstream of its <br />confluence with Pine Creek Tributary to approximately 600 feet upstream of Academy Boulevard along <br />the realigned Pine Creek. As a result of the modifications, the Base Flood Elevations (BFEs) for Pine <br />Creek and the widths of the Special Flood Hazard Area (SFHA), the area that would be inundated by the <br />base t1ood, and the regulatory floodway increased in some areas and decreased in other areas. The <br />increases in BFE are contained within the Pine Creek channel. In addition, the SFHA between Pine Creek <br />Tributary and the corporate limits of the City of Colorado Springs that previously resulted from the <br />overflow breakout of Pine Creek just upstream of Academy Boulevard was redesignated Zone X (shaded), <br />an area of moderate flood hazard. The modifications are shown on the enclosed annotated copies of FIRM <br />Panel 08041C0508 F; Profile Panels 179P, 180P, 330P, and 331P; and affected portions of the Floodway <br />Data Table. This Letter of Map Revision (LOMR) hereby revises the above-referenced panel of the <br />effective FIRM dated March 17, 1997, and the affected portions of the FIS report dated August 23, 1999. <br />
