Issues/Additional Needs: <br />The Basin Roundtable approval letter does not describe the review process and does not indicate if there <br />were any dissenting opinions. <br />Please clarify the name of the project; the name on page 1 of the application is differen t then page 2. <br />Under threshold criteria 1 please describe how the activity (see also discussion section above) is an eligible <br />water activity . <br />Please indicate if there are any Tabor issues. <br />The budget appears to indicate 12 - (8 hour) meetings at $100.00/hou r but aggregates to $19,200. Please <br />revise/provide additional detail. Also , in the budget please provide unit costs/mile and estimated miles for <br />all mileage lines. Provide assumptions on other indirect costs. <br />The schedule needs to be revised to provide additional detail and activities per task (see discussion above). <br />The Water Availability and Sustainability portion of the application (Page 11) is not adequately addressed <br />(t his relates to some of items identified in the discussion section above ) . <br />A minor but important point rega r ding the statement on the bottom of Page 7 which indicates there is an <br />“ irrationality ” related to a farmer not being about to “benefit economically when he saves water”. The <br />farmer is only legally entitled to the consumptive use and therefore in the vast majority of cases there is no <br />“new water” that can be “saved” for a new use. <br />Items 7 and 8 from the application form were not included and need to be submitted . <br />In the future please provide either a word document or ORIGINAL PDF. <br /> <br />Staff Recommendation: <br /> <br />Staff has some concern over whether the requested funds will produce products/information for which the <br />WRSA was created , but we anticipate that the requested information will help address these concerns. In <br />addition, staff recog nizes that the issues associated with the funding request have been very divisive issue s in <br />the Arkansas basin , and that the current committee is working diligently to address these issues . Therefore, <br />staff recommends approval of up to $23,860.00 to compl ete the “Model transfer agricultural to urban in the <br />Arkansas Basin ” contingent on resolution of the items in the discussion and issues/additional needs section. <br /> <br />All products, data and information developed as a result of this grant must be provided to CW CB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />common technical platform. <br /> <br /> <br /> 4 <br />
