Sherman <br />DNR Executive Director <br />Dan McAuliffe <br />Acting CWCB Director <br />SUBJECT: Agenda Item 5, November 14-15, 2007 Board Meeting <br />Interstate Water Management and Development -Water Supply Reserve <br />Account -Criteria and Guidelines <br />Background <br />At least once a year the Colorado Water Conservation (CWCB) and Interbasin Compact <br />Committee (IBCC) review the Criteria and Guidelines for the Water Supply Reserve Account <br />(WSRA). On October 24 staff meet with the joint committee established by the CWCB and <br />IBCC. Committee members in attendance were: CWCB -Barbara Biggs, Harold Miskel, Eric <br />Wilkinson and IBCC -Mike Gibson (for Ray Wright), Melinda Kassen, John Porter, and Wayne <br />Vanderschuere. <br />The committee met from 1:30-5:00 pm and had a very productive a lively discussion. Overall <br />the committee concluded that the only substantive change to the Criteria and Guidelines was an <br />adjustment to the funding schedule as a result of changes to the revenue to the grant program <br />(extended from 4 to 5 years and reduced revenue in two years from $10-$6 million for a net <br />increase from $40 million over 4 years to $42 million over 5 years). A summary of the topics <br />discussed is provided below. It is emphasized that the summary is staff's best effort to <br />characterize the meeting. Staff has not yet had a chance to get the committee's comments on the <br />summary but will obtain that review prior to finalizing the summary. <br />Preliminary Draft Summary of October 24 Criteria and Guideline Committee Meeting <br />Topic -Roundtable Review Process- currently the Criteria and Guidelines require <br />roundtables to identify any opposition to the application and who and why they oppose <br />the application. The committee may wish to consider a modification where we identify <br />the opposition and the reasons but allow that to be done in anonymously.
