Sincerely yours,

.~lr41~/'/ht~~
~(Merritt. P.E., D.WRE
Chair

/
/

'hank you very much for your consideration of this matter.

As the CWCB addresses this Policy at the January Board Meeting, the
Roundtable would request that it remain limited to environmental or broad public purpose
1 _ _~~_ ____1_ __ _._______ __..._~ _1___
ot:UCJ 1l:S, :SU~U i:U) CUUIJICCi1lCU i1OUVC.

For the most part, there was support of the activities which the CWeB could
undertake as a result of the implementation of this policy. However, the Roundtable felt
very strongly that these activities should be restricted to the general public purposes of
"addressing compact calls, drought mitigation, endangered species, instream flows, river
restoration, and recreation". The Roundtable was concerned with the possibility of the
CWCB actively getting into the role of developing agricultural, municipal or industrial
water supplies for resale. While there has been considerable success with the CWCB
being involved as an owner in environmental projects, such as the recent construction of
Elkbead Reservoir, Colorado has long resisted the notion of a "State Water Project".

At the December 17 meeting of the Colorado Basin Roundtable, there was a
discussion of the Proposed Policy Number 18 concerning the "Application and Approval
Process for Use oflnvestrnents and Loans trom the Severance Tax Trust Fund...."

Dear Ms. Gimbel:

SUB.JECT: eomments on Proposed Policy Number 18

Via E-Mail and US.
