-2- <br />state water law, greatly simplified and reduced the cost of ESA compliance for water users, the U.S. <br />Forest Service, and the U.S. Fish and `Uildlife Service. <br />The owners of 647 ditches and reservoirs that historically depleted about 265,000 acre-feet per year <br />now have ESA compliance for their ditch bill easements based on the successes of the two recovery <br />programs. As intended, actions to mitigate impacts on endangered fish are carried out by the <br />recovery programs in a coordinated manner and not by the individual ditch/reservoir owners through <br />separate actions. <br />Since the inception of the two recovery programs, more than 1,500 water projects have achieved <br />ESA compliance. No lawsuits have been filed regarding ESA compliance under these programs. <br />The recovery programs are achieving their goal of recovering endangered fish while water <br />development and management proceeds in compliance with state water law. <br />Flood Protection • Water Project Planning and Finance • Stream and Lake Protection <br />Water Supply Protection • Conservation Planning <br />
