.~~~'® <br />~, ~, r 2007 <br />Colorado Water Conservation doarc~ ~~ -_ „n.,. <br />5 .. .r.[~n~~ ' <br />`1.,-1L ~Y' ~d'i llfl~ Y_.~-.ll lfll .C ~' ~D~ ~~II1 ~Y'~R" <br />Proclamation No. 48, Series of 2007 <br />In support of efforts to establish the Westerly Creek Connection <br />WHEREAS, the Westerly Creek has been reclaimed and revitalized as a public recreational and open space amenity <br />within the developing areas of Lowry to Stapleton, while the stretch between East 11th Avenue and Montview <br />Boulevard remains undeveloped and a missing link in trail connectivity; and <br />WHEREAS, a group of residents and cyclists who live within and beyond the neighborhood have been working to <br />implement the Westerly Creek Connection plan to provide a beneficial and safe public amenity that features a creek <br />side bike and pedestrian trail; and <br />WHEREAS, the Westerly Creek Connection will provide both a local bike route connection between Lowry and <br />Stapleton, as well as a regional connection to the Highline Canal, the Sand Creek Regional Greenway, and the South <br />Platte River Greenway; and <br />WHEREAS, the Denver Game Plan identifies East Montclair as an underserved neighborhood for green space and the <br />Westerly Creek between 11th and Colfax Avenues flows through an "Area of Change" as identified in Blueprint Denver; <br />and <br />WHEREAS, establishment of the Westerly Creek Connection can serve as a catalyst for development along East <br />Colfax near the Denver-Aurora gateway, a crucial node between Downtown Denver and the Fitzsimons, Lowry and <br />Stapleton infill redevelopments; and <br />WHEREAS, Westerly Creek should be brought out of existing culverts into an open channel at key locations, as <br />deemed appropriate by the Urban Drainage and Flood Control District, to alleviate floodplain issues where current <br />drainage systems lack the capacity to handle storm water flows; and <br />WHEREAS, the Westerly Creek Connection project provides an opportunity for multiple jurisdictions and entities, <br />including but not limited to the Colorado Water Conservation Board, the City and County of Denver, the City of Aurora, <br />Adams County, Arapahoe County, and the Urban Drainage and Flood Control District, to work together cooperatively <br />to plan, design and fund signal and grade separation improvements at Colfax Avenue, Yosemite Street and Montview <br />Boulevard to facilitate the realization of this vision; <br />NOW THEREFORE, <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY AND COUNTY OF DENVER: <br />Section 1. That the Council supports the efforts to establish the Westerly Creek Connection and the inter-jurisdictional <br />improvements needed to alleviate flood hazards and to connect the bike path and open space amenity through East <br />Denver and to the regional trail system. <br />Section 2. That the Clerk of the City and County of Denver shall attest and affix the seal of the City and County of <br />Denver to this proclamation and that a copy be transmitted to the Westerly Creek Connection Citizen Advisory Board, <br />the Colorado Water Conservation Board, the East Montclair Neighborhood Association, the Denver Mayor's Office, the <br />Denver Department of Public Works, the Denver Department of Parks and Recreation, the Aurora Mayor's Office, the <br />Aur Drainage and~rl®ed-~q~rol District. <br />PASSED BY TF~E COUNCIL ~li~u.~~- (3 2007 <br />.~ / <br />'!`-~ PRESIDENT <br />
