<br />COLORADO SPRINGS UTILITIES' 2008-2012 WATER CONSERVATION PLAN <br /> <br />Implementation Steps <br /> <br />Springs Utilities has an established process for developing and implementing demand-side <br />management solutions. This process has been modified to meet the requirements of the water <br />conservation plan. For each program, the following ten steps will be followed in order to address <br />the unique characteristics of each program. <br /> <br />Step One. Review internal policy and procedure documents to ensure programs are implemented <br />consistently with organizational processes. Identify project manager, stal(eholders and subject <br />matter experts. Establish project schedule, budget and quality metrics. <br /> <br />Step Two. Assess organizational policies (i.e., Ends and Executive Limitations) and community <br />plans (i.e., City Charter and Comprehensive Plan) for strategic alignment. Lool( at City Code <br />and Regional Building Code to ensure compliance. <br /> <br />Step Three. Investigate state and federal regulations, if applicable. Involve regulatory agencies <br />early in the process. Mal(e legislative changes as necessary. Identify legal issues needing review <br />by the City Attorney's Office. <br /> <br />Step Four. Research water conservation studies, sources and standards to ensure integrity of <br />program design. Interview other water conservation professionals to identify strengths and <br />weal(nesses of program design and implementation. <br /> <br />Step Five. Establish launch date. Estimate marl(et penetration rate. Agree on annual <br />participation goals and marl(et saturation objectives. Verify assumptions and calculations used <br />in the technical analysis. Refine the cost/benefit analysis. <br /> <br />Step Six. Develop budget for years 2008 through 2012. Estimate human resources necessary to <br />develop and manage program. Formalize request for regular, seasonal and temporary staff. <br />Identify training needs, both internal and external. <br /> <br />Step Seven. Determine program requirements. Develop list of prospective bidders. Draft <br />request for proposal and evaluation criteria. Evaluate proposals and select suppliers. Finalize <br />agreements with vendors, contractors and consultants. <br /> <br />Step Eight. Conduct pricing analysis for materials and services. Evaluate customer segments <br />and assess segment potential. Define target segment. Develop marl(eting strategy, tactics and <br />materials. Identify distribution channels. <br /> <br />Step Nine. Describe measurement and verification plan. Create activity numbers, worl( order <br />numbers and accounting strings for budget tracl(ing. Develop QBD process document. Develop <br />management tracl(ing reports. <br /> <br />Step Ten. Launch program. Monitor and evaluate program on a routine basis. Tracl( <br />implementation costs, water savings data, annual participation and marl(et penetration. Verify <br />original assumptions and refine data over time. <br /> <br />34 <br />
