<br />COLORADO SPRINGS UTILITIES' 2008-2012 WATER CONSERVATION PLAN <br /> <br />In May 2005, the CWCB introduced the Water Conservation Plan Development Guidance <br />Document and Model Plan for water providers interested in developing water conservation <br />plans. Springs Utilities followed the general principles of the guidance document in updating the <br />2008-2012 Water Conservation Plan. <br /> <br />Although the 2008-2012 Water Conservation Plan is not an exact replica of the Model Plan, it <br />does include the nine planning steps recommended by the CWCB. In addition, the 2008-2012 <br />Water Conservation Plan is consistent with the minimum requirements of the Water <br />Conservation Act of 2004, as detailed in Appendix D, State Requirements. <br /> <br />In addition to the CWCB requirements, other factors that drive the need for an updated Water <br />Conservation Plan include: <br /> <br />. Increased public awareness of the need to conserve due to regional drought <br />and four years of water restrictions <br /> <br />. Higher customer expectations regarding Springs Utilities' role in promoting <br />water conservation <br /> <br />. Changes in water appliance standards and advancements in water-efficient <br />technologies <br /> <br />. Continued population growth and increased competition for state and regional <br />water resources <br /> <br />The scope of the 2008-2012 Water Conservation Plan includes a statement of water conservation <br />goals, followed by an analysis and description of selected programs. In addition, the plan <br />addresses the process by which Springs Utilities identified, screened and selected programs for <br />implementation. The plan further describes how Springs Utilities will implement and monitor <br />individual programs. Finally, the plan provides an overview of water use, the water demand <br />forecast and the water system, including proposed system improvements. <br /> <br />The 2008-2012 Water Conservation Plan is not a fully integrated water resource plan. As such, <br />the plan does not address long-range plans related to water supply, delivery, treatment or <br />distribution. Instead, the plan focuses on customer-side or demand-side activities, such as <br />education, rates, rebates, audits and regulations. Water supply plans, including drought response <br />plans, are available upon request from Springs Utilities. <br /> <br />The 2008-2012 Water Conservation Plan is a high-level strategic plan, designed to satisfy the <br />diverse interests of multiple stal(eholders. The plan is also designed to provide a foundation for <br />Springs Utilities to mal(e sound business decisions related to water conservation. The plan is not <br />intended to provide detail for anyone program. Individual programs will be refined during the <br />implementation phase. Many programs will be introduced as pilot projects during the first year <br />of implementation in order to worl( through program details. <br /> <br />In summary, the 2008-2012 Water Conservation Plan reflects the unique characteristics and the <br />core values of the Colorado Springs community. It further demonstrates Springs Utilities' <br />long-standing and deep-rooted commitment to water conservation and efficient water use. <br /> <br />10 <br />
