4. Non Covered Entities - N/A

5. Project Description

It is commonly assumed that inefficient and outdated toilets account for the single largest
indoor water usage. Most of the houses built in Northglenn were constructed in the
1960's and many of these homes still have the original toilets in them. Toilets
manufactured during the 1960's used between 4.5 and 7.0 gallons per flush. The City of
Northglenn plans to implement a large scale low flow toilet give away program to replace
some of these old inefficient toilets with new High Efficiency Toilet (HET) models.

Lottery
The City plans to have all interested parties register via the internet, mail in form or in
person at the City's Utility collection desl(. All registered residences will be entered into
an excel spreadsheet from which 500 winners will be selected on a random basis.

Location
The City plans on using the Northglenn High School parking lot to distribute the toilets.

Flow Meter
The City will purchase a flow meter and will measure pre and post toilet flow rates at 25
randomly selected participating homes. This will give us an estimate of how much water
is being saved overall by the replacement of 500 toilets in Northglenn.

Marketing
The City plans to aggressively market this program in Northlgenn via the Rocky
Mountain News hub, Northglenn Connections newsletter, Channel 8, water bill
announcements, and through flyers at Lowes. We will also mail press releases to all the
major newspapers and TV stations in the Denver Metro area. By being the first city to
hold a large scale toilet give away program, we should gain Front Range, if not statewide
publicity, allowing us to tall( about all water conservation techniques not just savings
from replacing toilets. It will be a great segue into water conservation education.

Follow Up Survey and Savings Estimates
The City plans to do a follow up survey to measure the satisfaction of the participating
homeowners with water savings if noticeable, the brand of toilet, and the program that the
City offered.

Savings estimates will be compiled via a 25 home sample and through winter month
water usage analysis comparing pre and post toilet replacement figures. See section 3D
for more project monitoring and savings calculations information.

8
