<br />1. Introduction and Contact Information <br /> <br />The City of North glenn, Colorado (the "City"), is a legally and regularly created, <br />established, organized and existing home rule city, municipal corporation and political <br />subdivision under the provisions of Article XX of the Constitution of the State of <br />Colorado and the Home Rule Charter of the City. Northglenn was incorporated on April <br />19, 1969, and operates under a City Charter that was adopted on April 29, 1975. <br /> <br />The City is located nine miles north of Denver, Colorado in western Adams County. <br />Northglenn began as a planned community in the spring of 1959, when a housing and <br />land development firm finalized plans for a large housing subdivision north of the Denver <br />Metropolitan area. From the first residential development in 1959, Northglenn has grown <br />to a home rule City with an estimated 2006 population of 37,176, encompassing 7.5 <br />square miles of land. N orthglenn began operating a municipal water system in 1980 and <br />is currently serving 10,319 customer accounts: 8,822 single-family, 882 townhomes, 136 <br />multi-family apartments, 387 commercial/industrial, 24 school and 68 municipal <br />accounts. The annual average raw water usage is approximately 5,300 acre-feet. <br /> <br />The City of Northglenn has filed a State approved water conservation plan with the <br />CWCB. The City is a covered entity as defined in the Guidelines and is eligible to <br />submit the below application. <br /> <br />Summary of Proiect <br />The City of North glenn, in conjunction with the Northglenn Lowe's store, is proposing to <br />host a large scale high efficiency toilet (HET) giveaway program in an aggressive effort <br />to conserve water. The City plans to give away 500 dual flush Caroma HETs to <br />residences that currently have 3.5+ gallon per flush (gpf) toilets. It is commonly assumed <br />that toilets account for the majority of indoor water use. By replacing these high volume <br />toilets with HETs, the City expects to save 20 - 25 acre feet of water annually. This <br />project is estimated at less than $80,000. In comparison, the cost to purchase 20 acre feet <br />of water is estimated at $11,000 per acre foot or $220,000 total. <br /> <br />The City plans to aggressively advertise this program, and being as that this is the first <br />program of its kind in Colorado, the project should have Front Range, if not Statewide, <br />press coverage. This will allow the City of Northglenn, other water providers, and the <br />press to promote educational opportunities and highlight additional water conservation <br />strategies. <br /> <br />2 <br />
