Said fees are intended to <br />provide at least a portion of the moneys necessary to administer this article. Said <br />feesshallbedepositedintotheColoradowaterconservationboard construction <br />fund created in section37-60-121,C.R.S. S <br />AID FEES ARE HEREBY CONTINUOUSLY <br />, <br />APPROPRIATED TO THE DEPARTMENTOF NATURAL RESOURCESFORALLOCATION TO <br />C <br />THEOLORADO WATER CONSERVATION BOARD FOR PURPOSES ESTABLISHED BY THIS <br />. <br />SECTION <br />37-60-122(1)(b),ColoradoRevisedStatutes, isamended to read: <br />SECTION 22. <br /> (1) Moneysin the Colorado water <br />37-60-122. General assembly approval. <br />conservation board construction fund shall be expended in the following manner <br />and under the following circumstances: <br />(b) The general assembly may authorizesuch projectsas it deemsto be to the <br />advantageofthepeopleofthestateofColoradoandshalldirecttheboard to <br />proceed with said projects in the priorities established by the general assembly <br />under terms approved by the general assembly. The board isauthorizedto make <br />loans without general assembly approval in amounts not to exceed five million <br />TEN <br />dollars. The unappropriated balance ofmoneysin the Colorado water conservation <br />board construction fund and the state severance tax trust fund perpetual base <br />account shall be available and continuously appropriated for thispurpose. The <br />board shall submit a writtendeterminationofthe basisfor such project loans to the <br />general assembly by January 15 of the year following the year in which the loan was <br />made. <br /> 37-60-123.5 (1), Colorado Revised Statutes, isamended to read: <br />SECTION 23. <br />(1)If,pursuant to <br />37-60-123.5. Agricultural emergency drought response. <br />federal or state law, any portion of Colorado hasreceived emergency drought <br />designation or a disaster emergency has been proclaimed due to drought, <br />notwithstanding theprovisions ofsection39-29-109(1) (a), C.R.S., in addition to <br />any other moneysappropriatedfromtheperpetualbase account of the severance tax <br />trust fund, created by section 39-29-109, C.R.S., up to one million dollarsin the <br />perpetual base account of the severancetaxtrust fund are continuously appropriated <br /> to the director of the Colorado water conservation board and the state <br />ANNUALLY <br />engineer annually per such designation or proclamation to make loans and <br />FOR ANY <br />grantsto agricultural organizationsfor emergency drought-related water <br />augmentation purposes. <br /> 37-60-123.2, Colorado Revised Statutes, isamended to read: <br />SECTION 24. <br /> There ishereby created in the <br />37-60-123.2.Floodresponsefund - created. <br />state treasury the flood response fund, referred to in this section as the "response <br />fund".The statetreasurerisherebyauthorizedanddirectedtotransfer one hundred <br />fifty thousand dollars from the Colorado water conservation board <br />THREE HUNDRED <br />construction fund to the response fund. The Colorado water conservation board is <br />authorized to provide funding for flood preparedness and for response and recovery <br />activities following flood events and disasters. Themoneys in the response fund are <br />hereby continuously appropriated to the board forflood response purposes, <br />
