construction fund not otherwise appropriated, to the department of natural
resources, for allocation to the Colorado water conservation board, for the fiscal
yearbeginningJuly1,2007,thesum of five hundred thousand dollars ($500,000),
or so much thereof as maybenecessary,fortheboardto evaluate water availability
in the Colorado river basin and its tributaries. The board shall work in full
consultation with, and with the active involvement of, the basin roundtables. The
study shall consider current and potential future in-basin consumptive and
nonconsumptive needs. The board,in consultation with the basin roundtables, shall
recommend whether additional study or phases of study should be undertaken.
(2)Themoneysappropriatedinsubsection(1)ofthis sectionshall remain
available for the designated purposesuntil the project iscompleted.
SECTION 16.CCC ditch diversionrehabilitationontheSan Miguel river
(1) In addition to any other appropriation, there ishereby

resources, for allocation to the Colorado water conservation board, for the fiscal
year beginning July 1, 2007,the sum of sixty-five thousand dollars($65,000),or so
much thereof as may be necessary, for the board to participate with the Colorado
water trust in a demonstration project on the San Miguel river to modify the
diversion structure ofthe CCC ditch to eliminate the barrier the structure currently
causes to fishmigration and recreational boatswhile still providing a full supply of
irrigationwatertotheCCCditch.The scopeofworkfortheprojectshall be
developed by the Colorado water trust cooperatively with the CCC ditch company
and the San Miguel watershed coalition, in consultation with the Colorado water
conservation board.
(2) The moneys appropriated in subsection (1) of this section shall remain
available for the designated purposesuntil the project iscompleted.
SECTION 17.Waterconservation public awarenessresearch study -
(1) In addition to any other appropriation, there ishereby
appropriation.

year beginning July 1, 2007, the sum of one hundred fifty thousand dollars
($150,000), or so much thereof as may be necessary, for the board to conduct a
study to identify critical attitudes, perceptions, and behaviorsamong Coloradans
regarding water and water use efficiency, including opinions about water
availability, the importance of water conservation, water projectfunding, sources
of drinking water, and how the environment is impacted by water. The study results
shall provide the basis fordeveloping a future statewide water conservation public
awarenesscampaign.
(2) The moneys appropriated in subsection (1) of this section shall remain
available for the designated purposesuntil the project iscompleted.
SECTION 18.South Platte riverand Arkansas riverbasins alternative
agriculture water transfer sustainability grant program- appropriation.
