<br />~. .. <br /> <br />United States is entitled under the 1944 Mexican Water Treaty and that it h s the <br /> <br />right to conserve those waters. Negotiations are ongoing. <br /> <br />(2). The MWD-IID Water Conservation Agreement (1989) <br /> <br />Mter a Bureau study estimated that 354,000 acre-feet could be conse <br /> <br /> <br />Imperial Irrigation District ("IID") through various improvements in its dist 'bution <br /> <br />facilities and water management programs and a decision by the California <br /> <br />Resources Control Board that the beneficial use requirements of California la <br /> <br />imposed a duty on IID to implement programs to conserve at least 100,000 <br /> <br />annually, MWD oflered to fund those improvements in retum for the conserv,d <br /> <br />water. Pursuant to a series of agreements approved by the Bureau, MWD agreed to <br /> <br />bear the capital costs, indirect costs and annual direct costs of fifteen conserva ion <br /> <br />projects constructed by IID. In return, MWD is entitled to approximately 110000 <br /> <br />AF of conserved water annually. <br /> <br />(3). The MWD-Palo Verde Irri <br /> <br /> <br />In 1992 MWD and Palo Verde Irrigation District ("PVID") entered into <br /> <br />year trial program for MWD to pay participating PVID farmers located along t e <br /> <br />Colorado River in California to take their lands out of agricultural production <br /> <br />MWD entitled to store the conserved water at Lake Mead. That fallowing pro <br /> <br />produced about 186,000 AF of water and the parties are close to signing a simil r 35 <br /> <br />year agreement to make up to 111,300 AF available annually when needed by <br /> <br />31 <br />
