Nevada <br /> <br />Following Nevada's 1942 and 1944 master contracts, the Secretary entered <br /> <br />into a number of water delivery contracts with private entities and public agencies. <br /> <br />After the Southern Nevada Water Authority ("SNWA") was created in 1991, it <br /> <br />subsequently entered into a contract with the Secretary which granted it the right to <br /> <br />the unallocated remainder of Nevada's 300,000 AF apportionment and any Colorado <br /> <br />River water made available due to reduction, expiration, or termination of any <br /> <br />individual contractual entitlements, surplus water, and other states unused <br /> <br />apportionments. All of the demands within SNW A's service area are municipal. <br /> <br />B. THE RESPONSE OF THE LOWER DIVISION STATES TO CURRENT <br />SUPPLY SHORTAGES <br /> <br />1. Conservation and Water Marketing <br /> <br />As indicated in the preceding section, urban municipal users in the Lower <br /> <br />Basin hold a very junior priority in California, are at the top of the CAP's junior <br /> <br />priority in Arizona, and are entitled to all of the Nevada allocation.
