In 2003 and 2004, California had to reduce <br />its uses to its normal year apportionment of 4.4 maf for the first time ever. In 1982 and 1983 when <br />California uses were at or less than 4.4 maf, it was because of very wet conditions and reduced <br />demands. <br /> <br />Page -57- <br />
