Walker <br />Director <br /> <br />Re: CWCB Analysis of Water Salvage (HE 91-1154) <br /> <br />Dear Interested Party: <br /> <br />As you may be aware, HE 91-1154 directed the Board to conduct an analysis of water <br />salvage and report its findings to the General Assembly. The attached two final draft <br />reports present the results of staffs analysis and if approved by the Board at its regular <br />meeting on January 22, 1992, will be transmitted to the General Assembly. <br /> <br />The reports are entitled: <br /> <br />o An Analysis of Water Salvage Issues in Colorado <br />o Irrigation Water Salvage Issues in the Grand Valley, Colorado <br /> <br /> <br />The Board has seen and discussed earlier drafts of the Analysis report at its meetings <br />in September and November, 1991. Those drafts had limited public distribution to persons <br />who specifically requested a copy. This final draft has not changed significantly from the <br />earlier drafts, but does contain some additional information and modifications of the water <br />budget. The first draft of the Grand Valley report was reviewed by the Board in November, <br />1991. Again no significant changes have been made, but some of the data relating to the <br />volumes of water available through improved irrigation efficiencies has been modified. <br />&ese modifications do not change the earlier conclnsions that opportunities to reduj <br />consumptive use and produce "salvaged water" are limited in scope and that the reduction <br />in historical diversions which result in "saved water" impacts return flows. <br /> <br />Staff is recommending that the Board approve and transmit both reports to the <br />General Assembly without any additional changes or further attempts to accommodate the <br />views of the water user community or the public-at-Iarge which views are already <br />incorporated in both reports. Staff believes that the Board will conclude that the myriad <br />issues raised by salvaged and saved water concepts are most properly resolved through the <br />legislative process and the reports will be forwarded to the General Assembly without any <br />specific recommendations. Thus, public comments on January 22, if any, should be limited <br />
