Staff has <br />reviewed several earlier drafts of the salvage analysis with the Board and is now <br />presenting the final drafts of two reports resulting from staffs analysis. At its July 23-24, 1991, meeting the <br />Board reviewed an outline of a proposed analysis. At its September 19-20 meeting, <br />the Board reviewed a first draft of the salvage analysis, debated the concept of water <br />salvage and irrigation water efficiency, and directed that the analysis be divided into <br />two parts: a global statewide review that considered irrigation efficiency as but one <br />part of better management of water quantity and quality, and a second report more <br />specifically addressing salvage issues in the Grand Valley. At its November 14-15 <br />meeting the Board reviewed a second draft of the global'analysis and a first draft of <br />the Grand Valley report and authorized distribution of both reports to the public. <br /> <br />Limited public distribution of the November 7, 1991, draft occurred on an "as <br />requested" basis after November 15. Most recently a third and final draft was <br />prepared and circulated to a slightly larger audience. Additionally, staff has <br />participated in a Colorado Water Congress Task Force on Water Salvage and made <br />the November and January drafts available to that group. <br /> <br />The major parties with a known interest in water salvage are aware of the <br />contents of the staff analysis. However, we have not distributed any of the drafts to <br />
