<br /> <br />1.2. PROJECT DEFINITION. <br />This Project Management Plan (PMP) is intended to document the Federal and non- <br />Federal efforts ultimately required to conduct the feasibility phase and shall be developed <br />jointly by the Corps and the Sponsor. The PMP will ensure that the work required for the <br />feasibility phase has been carefully developed and considered. It outlines the project <br />scope, budget, schedules, and roles and responsibilities of the participating agencies. <br /> <br />Providing a quality study that identifies the Sponsors needs and expectations, and that is <br />completed on schedule and within budget is the primary goal of all participants. Critical <br />components of the final PMP are: <br />a) Identifying the objectives of the study. <br />b) Developing sufficient level of plan detail. <br />c) Identifying costs of required studies. <br />d) Identifying schedule of activities to be performed during the feasibility study. <br /> <br />This Project Management Plan (PMP) provides an update to the Project Study Plan (PSP) <br />developed for the reallocation feasibility study that was initiated in FY 1999. Studies and <br />analyses completed to date include data collection, baseline studies, public involvement, <br />development of hydrologic and hydraulic models, recreation facilities analyses, water <br />demand studies and initiation of studies supportive of the National Environmental Policy <br />Act (NEPA) process. Completion of the feasibility study will require the identification of <br />potential impacts of reallocation at the Chatfield project, the development of storage costs <br />for use in a water storage contract with interested water providers in the Denver area, <br />preparation ofthe Feasibility Report/NEPA documentation, and preparation of a revised <br />water control manual. The study is being conducted by the Corps with the CWCB as the <br />non-Federal sponsor. <br /> <br />1.3. OBJECTIVE. <br />The objective ofthe study is to evaluate alternatives for reallocating storage in the <br />Chatfield project and, if warranted, to reallocate storage under the 1958 Water Supply Act. <br /> <br /> <br />1.4. AUTHORITY. <br />Study authority is contained in Section 808 of the Water Resources Development Act of <br />1986, Public Law 99-662, dated 27 November 1986. As instructed in the study authority, <br />the storage reallocation will be made under the authority of the 1958 Water Supply Act. <br />The authorization for the reallocation study under Section 808 of the Water Resources <br />Development Act is as follows: <br />The Project for flood control and other purposes on the South Platte River Basin <br />in Colorado, authorized by the Flood Control Act of 1950 (64 Statute 175) is <br />modified to authorize the Secretary, upon request of and in coordination with the <br />Colorado Department of Natural Resources and upon the Chief of Engineers' <br />finding of feasibility and economic justification, to reassign a portion of the <br />storage space in the Chatfield Lake project to joint flood control-conservation <br />purposes, including storage for municipal and industrial water supply, <br /> <br />2 <br />
