<br />I <br /> <br />I <br /> <br />(1) To have perpetual succession. <br /> <br />I <br /> <br />(2) To take, own, appropriate, convey, lease, and encumber watl~r, <br />water rights, and any and all real and personal property. <br /> <br />I <br /> <br />(3) To exercise the power of eminent domain, provided, however, <br />that it not be used to acquire vested water rights for <br />transmountain diversions. <br /> <br />I <br /> <br />(4) To construct and maintain water works and facilities on <br />state lands. <br /> <br />I <br /> <br />(5) To contract with the federal government for water or water <br />works. <br /> <br />I <br /> <br />(6) To fix rates and allot water to the landowners within the <br />district. <br /> <br />I <br /> <br />(7) To enter into contracts, employ agents, and adopt plans <br />and specifications for water facilities. <br /> <br />(8) To appropriate, acquire, store, and dispose of water. <br /> <br />I <br /> <br />(9) To borrow and invest money, establish a sinking fund, and <br />refund bonded indebtedness. <br /> <br />I <br /> <br />(10) To adopt bylaws. <br /> <br />I <br /> <br />The board of directors was given separate power to levy and <br />collect taxes and special assessments. Such taxes were divided into <br />four classes:158 <br /> <br />I <br /> <br />Class A. To levy and collect taxes upon all property <br />within the district. <br /> <br />I <br /> <br />Class B. To levy and collect assessments for special <br />benefits accruing to property within municipalities for <br />which use of water is allotted. <br /> <br />I ' <br /> <br />Class C. To levy and collect assessments for special <br />benefits accruing to lands within irrigation districts <br />for which use of water is allotted. <br /> <br />I" <br /> <br />I ' <br /> <br />Class D.
