and will be sent to the Southwestern Water Conservation District. <br />There are three cloud seeding permit programs in southwestern Colorado: the Western Dolores/Telluride <br />program, Western San Juan Mountains program, and Eastern San Juan Mountains program. Although it is <br />hard to determine the type of winter, amount of time needed, and which cloud seeding solution will be <br />used, we have structured state assistance specific to local programs so that funding amounts are known in <br />advance. This will help develop the agreements and program estimates prior to winter. Notable points <br />from the negotiations were: <br />• Drainage in the Eastern San Juan Mountains on the Little Navajo and Navajo Rivers benefit the <br />State of New Mexico and one cloud seeding generator was relocated to Edith, Colorado. <br />• The rest of the New Mexico funding was spread evenly among the thirteen cloud seeding <br />generators that comprise the Eastern San Juan Mountains program <br />• $5,000 of the NMISC funding was allocated for operations in the Western San Juan Mountains <br />program. <br />The NMISC funding was timely, as the main local funding partner (Pagosa Area W&S District) <br />did not have funding for cloud seeding this year and the program was going on "standby" - <br />defined as paying a maintenance fee to keep the generators in place but having no funding to <br />operate them with the silver iodide solution. <br />Language in the agreement allows for future participation from New Mexico water users, like the <br />San Juan Water Commission, if they can develop a budget and also elect to participate. <br />There is no NMISC cloud seeding funding budgeted for winter 2009. <br />The current scope of work estimates are for all three southwestern Colorado cloud seeding programs and <br />are to operate November 1, 2007 through February 29, 2008.
