Alternative 1, No-action alternative -Following the yearly inspection of the dam by the SEO, <br />the reservoir was put on a fill restriction to GH 29.0, the "no-action" alternative was not <br />acceptable since it results in a loss of use of water. <br />For each of the alternatives 2 through 4, the parapet walls will be repaired. Repair of the failed <br />walls is an imperative part of the dam repair. Alternatives for slope protection were considered. <br />Alternative 2, Repair parapet walls ; improve slope protection using soil cement- The soil <br />cement alternative was not chosen after calculations showed the amount of wave run up (due to <br />its smooth nature) would be less than the required freeboard at the reservoirs. The cost for this <br />option was also higher than the selected alternative. <br />Alternative 3, Repair parapet walls ; improve slope protection using articulating concrete <br />blocks -The articulating block alternative was not chosen also because the cost was higher than <br />the selected alternative of rip rap and the surface was again smoother than riprap. <br />Selected Alternative 4, Repair parapet walls; improve slope protection using riprap. The project <br />will involve the repair of the two sections of the failed parapet wall, removal of several large <br />trees located near the upstream toe of the dam, and adding slope protection to sections of the dam <br />where trees are removed or scarps exist. The riprap alternative was chosen because it was the <br />least expensive and is a standard SEO practice for dam repair. <br />The Total Project cost is estimated to be: <br />Construction & Contingency $ 2,550,000 <br />Engineering $ 95,000 <br />Legal/Administration $ 5,000 <br />TOTAL $ 2,650,000 <br />The SEO has approved the design. Construction began in December. The completion date of all <br />phases of construction is expected to be in December of 2009. <br />Financial Analysis <br />The total estimated cost of the project is $2,650,000. District water usage is 100% agricultural. <br />Based on the current agricultural rates fora 30 year term, the interest rate will be 2.25%. <br />Table 1 is a summary of the financial aspects of the project. The CWCB loan will be repaid <br />from increases in the acreage assessments. The District will pay the additional 10% ($265,000) <br />of the project cost with a dam rehabilitation project assessment. <br />The District has an approved 2008 budget in which assessments were increased from $18.00 per <br />acre to $46.58 per acre. The increase in assessments above and beyond the amount required to <br />cover the new CWCB loans are to cover expenses related to canal maintenance and some <br />additional legal fees. <br />
