<br />Attachment A: Supporting Information <br />Agenda Item Sa, January 22-23, 2008 Board Meeting <br /> <br />An original consortium of 16 water users (now 15) signed Letters of Commitment with the <br />CWCB pledging cost-share funding assistance and legitimate interest in potentially receiving <br />reallocated storage space within the reservoir. Each water user would ultimately be responsible <br />for the costs associated with obtaining storage space. The CWCB is pursuing a contract with the <br />Corps (likely a lease in perpetuity) authorizing use of the space for water supply purposes. <br /> <br />The total cost of the Project is estimated to be more than $100 million which includes the cost of <br />the storage space (payment to the federal govemment for use of the existing facility), cost of <br />environmental mitigation, and cost of recreation mitigation. In addition, annual O&M costs <br />would be required as part of the Project's operation. <br /> <br />The Project enjoys broad support from a strong coalition of upstream, instream, and downstream <br />interests as well as from all nine members of Colorado's Congressional Delegation. Additionally, <br />a Senate Joint Resolution (SJR07-019) was sponsored by numerous members of the Colorado <br />General Assembly supporting the Project. The coalition currently consists of: <br /> <br />Upstream Interests: Town of Cas tIe Rock, Castle Pines A1etro District, Castle Pines North <br />Metro District, Centennial Water and Sanitation District, Center of Colorado Water <br />Conservancy District, Colorado State Parks, Denver Botanic Gardens, Parker Water and <br />Sanitation District, Perry Park CountTy Club, Roxborough MetT'opolitan District, and South <br />i-v1etro Water Supply Authority. <br /> <br />Downstream Interests: City of Aurora, City of Brighton, Central Colorado Water <br />Conservancy District, and Western Mutual Ditch Company. <br /> <br />Instream Interests: City and County of Denver, Denver Water, The Greenway Foundation, <br />City of Littleton, Metro Wastewater Reclamation District, and South Suburban Parks and <br />Recreation District. <br /> <br />Other Support: Colorado Division of Wildlife, Douglas County Board of Commissioners, <br />South Platte Basin Roundtable, Denver i-v1etro Roundtable, Urban Drainage & Flood <br />Control District, Audubon Society of Greater Denver, Trout Unlimited, Chatfield Basin <br />Conservation Newtwork, Trout Unlimited, and the Colorado Environmental Coalition. <br /> <br />Environmental and recreation concems will be challenging, but the stakeholders have indicated <br />their willingness and ability to mitigate impacts resulting from the reallocation of storage space. <br />The Project is clearly viable, and the benefits are tremendous especially when compared to <br />altematives such as constructing a new storage facility. <br /> <br />The Department of Natural Resources (DNR) and the Board (CWCB) have been instrumental <br />over the past few years in supporting the Project and have demonstrated their robust willingness <br />to advocate the goals and financial needs of the reallocation effort. A fOlmal resolution was <br />adopted by the Board at its May 2007 meeting demonstrating official support for the Project. <br /> <br />2 <br />
