A Special Executive Session of the Colorado Water Conservation Board (CWCB) was
held, via telephone conferencing, at 1313 Sherman Street, Room 721, Denver, Colorado
80203, at 11:00 a.m., Tuesday, November 27, 2007. The meeting was called to order by DNR
Director Harris Sherman. Ten voting members were present at the call to order so a quorum was
present (at least six required). Board members present on this date were Travis Smith, Don
Schwindt, Keith Catlin, John Redifer, Harold Miskel, Barbara Biggs, Geoff Blakeslee, Carl Trick,
Eric Wilkinson, Hal-ris Sherman and John Stulp (non-voting). Also present were Alexandra
Davis (DNR, Assistant Director for Water) and Casey Shpall (Deputy Attorney General).
Executive Session Item -Discussion of Applicants for Position of CWCB Director
Action: A motion was made by Harold Miskel and seconded by Eric Wilkinson to
go into Executive Session. The motion was approved unanimously (10-0).
The Board conducted the discussion of applicants qualifications for the position of
CWCB Director in Executive Session at the request of the applicants pursuant to C.R.S.
section 24-6-402(3)(b)(I).

Action: A motion was made by Barbara Biggs and seconded by Don Schwindt
to end the Executive Session. The motion was approved unanimously (10-0) at
11:57a.m.
Repar-t from Executive Session -The Executive Session was limited to the discussion among the
Board members of the applicants' qualifications for the position of CWCB Director.
