Water Supply Finance and Construction Program -Project Data
Grantee: Colorado Water Conservation Board County: Statewide
Project Name: Colorado Flood Response Program Fund (revised)
Project Type: Program Funds for post event floodplain mapping, flood forecasting, aerial photography, flood
mitigation and flood documentation
Drainage Basin: .~11 River Basins in Colorado
Total Project Cost: $300,000
Water Source: N/.~
Funding Source: CWCB Const. Fund
Type of Grantee: State Government Median Household income: N/A
C~?~'CB Non-Reimbursable Inv.: $;00,000 (up to) Interest Rate: N/A Term: N/A
SUMMARY
At the CWCB November 20-21, 2000 meeting, staff provided the Board with an overview of the CWCB
Flood Response Program. The staff's November 2000 presentation to the Board outlined the objective,
discussion, and benefits that the Program would provide to the State. A $150,000 Flood Response
Program was authorized in the 2001 Construction Fund Bill (SB 01-157) and enacted by the Colorado
General Assembly. This amount was increased in the 20007 Construction Fund Bill (SB 087-122) to
$300,000 to reflect the additional cost of performing existing program functions and the addition of newly
added services under the program. The fund was created to give the Flood Protection Section of the
CWCB ability to quickly respond and have program funds in the areas of: flood documentation, flood
forecasting and outlooks, post event floodplain mapping, aerial photography, and flood mitigation.
The current request is to to refresh the fund up to $300,000 for FY 08/09 for: 1) preparation of individual
flood documentation reports for actual events in Colorado, 2) contracts with consulting firms for
Colorado Flood Task Force flood forecasting and weather outlooks during the spring/summer flood
season, plus aweb-based daily flood threat bulleting with tailored regional flood outlook reports, 3)
ongoing work and increased demand for evaluating and producing 100-year flood and debris flow hazards
in areas affected by flooding or other natural hazards, 4) develop scopes of work and projects for flood
mitigation activities in communities where flood loss reduction is needed, and ~) develop on-call services
for digital and aerial photographs and mapping for post-flood documentation and flood hazard
identification. In addition, recently added capabilities include aweb-based Daily Flood Threat Bulletin
for statewide use that enhances National Weather Setti~ice products and provides tailored regional flood
outlooks. In addition, there is a continuing need to re-evaluate flood hydrology and hydraulics for use in
floodplain studies that become part of Colorado's Map Modernization program.
S gvick
•
,Moffat Routt • Lorimer
• • Weld • Logan
Jac kso Phillips
Mo ~gan
•RioBlanca •Grand 6aJ~r •15,~ma
•Gilpn 6erwer •A~ms y~,~shin n
•Garfield •Eagla gEek •Arapalroe
S~mmd Jeffers on .Elbert
•Pttkin Gc u~as •KttCarsan
•Mesa lake .park
Tel I er
•Detta
toffee •Cheyenna
•Gunnison EI Paso •Linmin
• Maf1tY05e
- .Fremont C7n,~:Aey • ICIaI^~a
u
a
•SanMiguel •Saguache
Hrs~le •D~ter •
•pueblo
Otero Prc"~'2rs
•DOOre5 Jinn 'Huerfano Bent
Mineral
Montenama Al~mos
~
Gr
a°de
•LasPnimas •Baca
La Plata Carejas
• Fvchuleta Ccslilla cass~6 i,~rr.a ~xstieccnma
Project Benefit Area
Statewide
