White Paper Key Issues <br />Transfer of Agricultural Water Rights <br />• Agricultural water rights have historically been <br />acquired and transferred for M&I use <br />• Agricultural users hold much of the senior rights <br />• Agricultural water rights are a property right, in <br />most instances, and can be transferred and <br />severed from the land <br />• As development new supplies becomes difficult <br />it is expected that M&I providers will increase <br />their acquisition of senior water rights to meet <br />demands <br />• Agricultural water rights can be used for other <br />purposes such as being dedicated to the CWCB <br />for instream flow purposes <br />
