Section 6 <br />Implementation and Recommendations for Colorado's Water Supply Future <br />Intrastate Water Planning and <br />Development <br />This Section of the CWCB was created to implement <br />the Statewide Water Supply Initiative (SWSI) and <br />support the ongoing <br />Highlights: implementation of the <br />• Water Supply Reserve Water for the 21st <br />Account Grants Century Act. This <br />Alternative and <br />Agricultural Transfers <br />Grant <br />Identified Projects and <br />Processes Database <br />Section was used to <br />manage the efforts of <br />SWSI 2 in this report. <br />• Consumptive and The Section must help <br />Nonconsumptive ensure there is an <br />Workgroups adequate water supply <br />for Colorado's citizens <br />and the environment through a collaborative, <br />cooperative, consensus approach to water resource <br />issue resolution by focusing on strong local <br />stakeholder involvement. Colorado will grow from <br />4.3 million to 7.1 million people by the year 2030 and <br />will need 630,000 acre-feet (AF) more municipal and <br />industrial (M~eI) water. Water providers and <br />planners under the most optimistic scenario have <br />identified projects and processes to address about 80 <br />percent (512,000 AF) of this additional water need. <br />This leaves a M~SCI gap of 20 percent (118,000 AF). <br />The Section reviews grant applications, manages the <br />Water Supply Reserve Account (WSRA), and <br />obtains approval of grant and loan applications based <br />on the Criteria and Guidelines developed jointly with <br />the Interbasin Compact Committee (IBCC). <br />This Section administers the Alternative Agricultural <br />Water Transfer Methods to Traditional Transfers <br />grant program. The Section will be developing an <br />update to the Identified Projects and Processes (IPP) <br />database. The Section will manage the Consumptive <br />and Nonconsumptive Workgroup efforts and help <br />provide a common technical platform of data and <br />information. <br />The Section participates in contract scoping, provides <br />roundtable updates on water use data, and informs <br />and assists roundtables in improving their <br />understanding of existing and future water supply <br />needs and issues. It also performs outreach and <br />education activities to increase public awareness of <br />complex water issues. <br />Finally, this Section <br />Highlights: implements the <br />• Basin Roundtables Interbasin Compact <br />• Interbasin Compact Process and provides <br />Committee ongoing coordination <br />• Basin Needs Assessments for the Basin <br />'~ Roundtables and the <br />Interbasin Compact Committee. <br />The Section supports the development of each Basin's <br />Needs Assessment, which includes: <br />~ Consumptive and Nonconsumptive Needs <br />Assessments <br />~ Analyzing the availability of water supplies <br />including unappropriated waters in each basin <br />~ Proposing projects ornon-structural methods for <br />meeting water supply needs and utilizes <br />unappropriated waters <br />6-4 PRELIMINARY DRAFT <br />
