Section 6 <br />Implementation and Recommendations for Colorado's Water Supply Future <br />Role of the State of Colorado <br />There may be a role for the state, through the CWCB <br />for example, to "level the playing field" through the <br />use of incentives to encourage M~eI providers and <br />users to use alternatives to traditional agricultural <br />transfers in order to foster the maximum utilization <br />of the state's waters and to ensure that other non- <br />marketvalues (open space, wildlife habitat) are <br />retained. <br />The CWCB recently developed a grant program of up <br />to $15 million for the Arkansas and South Platte <br />Basins to help facilitate the evaluation of alternatives <br />to traditional agricultural transfers. Once completed, the BRTs should use <br />this information together to understand and <br />evaluate tradeoffs that may occur in addressing <br />water needs across the state. <br />6-16 PRELIMINARY DRAFT <br />
