Section 5 <br />Addressing the Water Supply Gap Technical Roundtable <br />The yield from this project based on supply <br />availability has been preliminarily analyzed. As with <br />any new west slope consumptive use, the issue of <br />supply availability and other considerations would <br />be required before a detailed determination could be <br />made on available yield for this project. There are <br />issues associated with developing a customer base, <br />compact administration, financing, permitting, <br />technical, political, and other issues. Agreements <br />with end water users have not been identified. <br />Concerns have been raised by certain water users in <br />Colorado regarding supply availability, potential <br />impacts on existing Colorado water rights and <br />administration of any new depletive Colorado River <br />water right. Among other concerns, the potential <br />diversion upstream of Dinosaur National <br />Monument, coupled with potential impacts to <br />federal endangered fish species downstream of the <br />proposed diversion sites, are significant issues that <br />could impact the implementation schedule or affect <br />the viability of this project. <br />The following are some of the key considerations <br />when examining the project elements, benefits, <br />potential implementation issues and potential <br />attributes for this alternative. <br />Project Elements <br />~ Diversion and 500,000 storage reservoir near <br />Maybell. <br />~ Pumpback to South Platte Basin. <br />~ New 75,000 storage reservoir in South Platte <br />Basin. <br />~ Deliver to existing or planned pipelines in <br />Brighton area for delivery to south metro water <br />providers. <br />Benefits: <br />~ Minimize loss of irrigated acres in South Platte <br />and Arkansas Basins. <br />~ Maximize Colorado's Colorado River Compact <br />entitlement. <br />Implementation Issues: <br />~ Potential for increased compact call. <br />~ Large energy requirements. <br />~ Endangered species on Yampa and Green Rivers. <br />~ Dinosaur National Monument located <br />downstream of proposed diversion. <br />Potential Attributes: <br />~ Multiple Front Range delivery locations. <br />~ West Slope and East Slope storage. <br />~ East Slope hydropower facilities. <br />5.4.8 Considerations in Developing <br />Structural Alternatives <br />There are significant supply availability, schedule, <br />permitting, supply availability, and cost <br />uncertainties with each of the structural alternatives <br />described in this section. Successful implementation <br />will involve partnering with other water providers <br />and other agencies. Table 5-5 presents a summary of <br />potential considerations on water source, <br />conveyance and storage, water quality, treatment <br />costs, technical implementability, permitting <br />acceptability, and timely implementation. <br />5-42 FINAL DRAFT <br />
