Section 5 <br />basin specific options (local water supply projects <br />and needs) that were identified in SW SI. <br />The following water supply alternatives were <br />developed at a conceptual level to address the M~eI <br />water supply gap. <br />1. Agricultural Transfers (Traditional or <br />Alternative) from the Arkansas and South Platte <br />Basins. <br />2. Blue Mesa Reservoir Pumpback. <br />3. Colorado River Return Project. <br />4. Flaming Gorge Reservoir Pipeline. <br />5. Green Mountain/Blue River Reservoir <br />Pumpback. <br />6. Yampa River Pumpback. <br />The potential options were discussed in general <br />terms outlining some of the benefits and <br />implementation issues of the options. After hearing <br />the discussion, the TRT concluded that it would be <br />valuable to have the Gap TRT continue its work and <br />to look further at and develop more information on <br />each of the options. Overall the TRT felt there was <br />value in having additional data to help understand <br />the issues and opportunities that our state faces. It <br />was emphasized that the process is not making the <br />decision; it is providing information for future <br />consideration. <br />Addressing the Water Supply Gap Technical Roundtable <br />This section looks at infrastructure alternatives, <br />recognizing that the issue of supply availability <br />could limit or eliminate alternatives. To the extent <br />that information bas been developed on any of these <br />alternatives, this report bas examined and relies on <br />and summarizes information generated from these <br />previous studies. These studies include the South <br />Metro Regional Water Master Plan (SMRWA <br />2007), Super Ditch presentations (Lower Arkansas <br />WCD 2007), Colorado River Return <br />Reconnaissance Study (CWCB 2003), Flaming <br />Gorge presentations (Million Resources <br />Conservation Group (2006-2007), Reconnaissance <br />Study: Blue River Pumpback and Wolcott Reservoir <br />Alternatives (CRW CD et al. 2007), Multi Basin <br />Water Supply Investigation (NCWCD 2006). <br />It should be noted that many of the concepts <br />discussed involve potential shared infrastructure <br />and/or exchanges of yield. No individual or group or <br />providers have agreed to these concepts. The <br />concepts are shown to illustrate potential <br />opportunities. <br />Associated engineering elements, potential benefits, <br />potential implementation issues, and attributes are <br />summarized for each option below. <br />5.4.1 Elements of Water Supply <br />Alternatives <br />Each basin was looked at broadly from a supply <br />availability standpoint and for the reasons stated in <br />Section 5.3.4 pumpback options were developed in <br />areas of potential physical and legal availability of <br />supply. There is no general agreement on how much <br />additional water can or should be developed under <br />the Colorado River Compact for either in-basin or <br />transbasin uses. This issue of supply availability will <br />be further evaluated as part of the Colorado River <br />Supply Availability study to be conducted by the <br />CWCB. <br />FINAL DRAFT 5-19 <br />
