Section 2 <br />Conservation and Efficiency Technical Roundtable <br />4. The CWCB should continue the SWSI Water <br />Conservation and Efficiency TRT as a multi- <br />stakeholderresource, drawing on the expertise <br />of the Colorado WaterWise Council, <br />environmental interests, and M~eI water <br />planners. <br />5. The Water Conservation and Efficiency TRT <br />should be used as a statewide technical <br />resource to the interbasin compact basin <br />roundtables and IBCC. <br />6. The CWCB, working with the Water <br />Conservation and Efficiency TRT, the <br />interbasin compact basin roundtables, Colorado <br />WaterWise Council, MMC, and other <br />interested stakeholders, should develop <br />consensus statewide water conservation goals <br />and BMPs. These might include the following <br />goals: <br />Pursue agreement between interest groups <br />to help ensure that both conservation and <br />water infrastructure projects are <br />implemented in a timely fashion. Water <br />conservation should be pursued as an <br />important component to water supply <br />planning but not in lieu of critical <br />infrastructure needs. <br />Development of moderate and advanced <br />levels of water conservation BMPs, with the <br />goal that the moderate level of water <br />conservation should be implemented by all <br />providers, regardless of size, geographic <br />location, or water supply situation by 2030. <br />Development of average residential per <br />capita water use goals for new development, <br />taking into account local climatic differences <br />impacting irrigation water requirements. <br />Development of a statewide social marketing <br />campaign on the value and importance of <br />sustainable water resources in Colorado for <br />our people, land, environment, and economy. <br />The goal of this campaign should be to <br />promote the value of water in and for <br />Colorado and the importance of using it <br />wisely. This effort will help providers to <br />achieve the conservation savings projected in <br />this analysis and will demonstrate the <br />commitment of the entire state to <br />sustainable water resources. Water is often a <br />divisive issue in Colorado and this campaign <br />is a way to bring Coloradoans together to <br />achieve common ground on the value of <br />water and the importance of wise <br />stewardship of our precious resources. <br />2.6 Water Conservation and <br />Efficiency Roundtable <br />Membership <br />The membership of the Conservation and <br />Efficiency TRT was based on an e-mail request to <br />the original SWSI BRT members for volunteers <br />and recommendations on other people that were <br />interested in this issue and/or had professional <br />expertise in the area of water conservation and <br />efficiency. Additional members were included in <br />order to provide for broad river basin and interest <br />group representation. Table 2-ll lists the names of <br />members that participated or volunteered to serve <br />on the TRT. Due to travel and other commitments, <br />some TRT members were unable to attend some or <br />all of the meetings. <br />2-28 FINAL DRAFT <br />
