Section 10 <br />Basin-Specific Options <br />10.1.3.4 Arkansas Basin Summary of Restricted <br />Reservoirs and Potential Storage <br />Sites <br />Several restricted reservoirs exist in the Arkansas Basin <br />and are listed in Table 10-3. The total volume of <br />restricted storage in the basin is 71,261 AF. However, <br />two reservoirs comprise the majority of this total, one in <br />Water District 16 and one in Water District 67. In District <br />16, Cucharas #5 is in poor overall condition and has a <br />history of embankment movement resulting in a loss of <br />33,000 AF of storage. The Two Buttes Dam in Water <br />District 67 could store 31,465 AF if the hydraulically <br />inadequate spillway were repaired. These reservoirs <br />have limited availability of physical supply and the <br />owners do not have the ability, or in some cases desire, <br />to pay for the needed improvements given the limited <br />supply. It is unlikely that these reservoirs will be <br />rehabilitated and the storage restrictions lifted unless a <br />third party provides funding. <br />Figure 10-4 also shows these data graphically. While the <br />other water districts in the Arkansas Basin have <br />restricted reservoirs, Figure 10-4 shows that each of <br />these districts has less than 5,000 AF of potential <br />storage if all restrictions were addressed and full capacity <br />restored. <br />Figure 10-3 shows the locations of potential damsites as <br />identified by the CWCB in the Arkansas Basin, along with <br />the conditional storage rights locations. Different colored <br />circles are used to represent the total volume of <br />conditional rights that each location holds.
