Section 10 <br />Basin-Specific Options <br />A map of the locations of the conditional storage rights <br />in the Rio Grande Basin is shown in Figure 10-22. <br />Different colored circles are used to represent the total <br />volume of conditional rights that each location holds. <br />Most of the rights are held in the western portion of the <br />basin. This figure also shows the locations of potential <br />damsites in the Rio Grande Basin, as discussed in <br />Section 10.1.8.4 below. <br />Due to the limited availability of water in the Rio Grande <br />and compact limitations on post-compact reservoir <br />storage as described in Section 7, development of <br />conditional rights is not anticipated. <br />10.1.8.4 Rio Grande Basin Summary of <br />Restricted Reservoirs and Potential <br />Storage Sites <br />A few restricted reservoirs exist in the Rio Grande Basin <br />and are listed in Table 10-18. The total volume of <br />restricted storage in the basin is equal to 9,800 AF. Two <br />reservoirs are located in Water District 20 - the Bristol <br />Head #1 and the Continental Reservoirs. Reasons for <br />restrictions include inoperable outlet/poor general <br />~~ <br />condition, causing a loss of 121 AF, and leakage that <br />causes a loss of 7,679 AF, respectively. Continental is a <br />pre-compact reservoir, which makes storage very <br />valuable; however, extensive work has been done on the <br />reservoir to reduce leakage, but with limited success. <br />The other restricted reservoir is located in Water District <br />21. The Terrace Dam has 2,000 AF of restricted storage <br />due to a deteriorated spillway. These reservoirs have <br />limited availability of physical supply and the owners do <br />not have the ability to pay for the needed improvements. <br />It is unlikely that these reservoirs will be rehabilitated and <br />the storage restrictions lifted unless a third party provides <br />funding. <br />Figure 10-23 also shows these data graphically. No other <br />water districts in the Rio Grande Basin have restricted <br />damsites. <br />Figure 10-22 shows the locations of potential damsites <br />identified by the CWCB in the Rio Grande Basin, along <br />with the conditional storage rights locations. Different <br />colored circles are used to represent the total volume of <br />conditional rights that each location holds.
