Section 10 <br />Basin-Specific Options <br />10.1.5.3 Dolores/San Juan/San Miguel <br />Summary of Conditional Storage Rights <br />To portray the conditional storage rights present in the <br />Dolores/San Juan/San Miguel Basin, the area was <br />described using water districts as shown in Figure 10-9. <br />The 15 water districts in the Dolores/San Juan/San <br />Miguel Basin can also be described using the main <br />stream systems, which are shown in Table 10-7. <br />Table 10-7 Dolores/San Juan/San Miguel Basin Water <br />Districts, Subbasins and Associated Stream Names <br />30 Animas Animas River <br />31 Pine Los Pinos River <br />32 McElmo McElmo Creek <br />33 La Plata La Plata River <br />34 Mancos Mancos River <br />46 Pine/San Juan Navajo Reservoir/San Juan <br /> River <br />60 San Miguel San Miguel River <br />61 Dolores Dolores River <br />69 Dolores Disappointment Creek <br />77 San Juan Navajo River <br />78 San Juan Piedra River <br />Various water districts in the Dolores/San Juan/San <br />Miguel Basin contain conditional storage rights, with one <br />conditional right in Water District 33 dating back to the <br />early 1900s. As shown in Table 10-8, there are <br />1,600,000 AF of conditional storage rights in the basin. <br />The numbers presented in this table describe the total <br />volume of conditional rights by priority time period and <br />not the number of individually decreed conditional rights. <br />These priority time periods are based on adjudication <br />dates and used solely for the purpose of aggregating the <br />numerous conditional rights into a table for presentation. <br />The number, rather than volume, of conditional rights is <br />presented in Appendix H. <br />Water District 30 in the Dolores/San Juan/San Miguel <br />Basin has the largest volume of conditional storage <br />rights. This is depicted in Table 10-8 and also presented <br />graphically in Appendix H. This water district includes the <br />Animas-La Plata Project conditional water rights, and a <br />modified and much reduced size of the project is under <br />construction. <br />Figure 10-10 focuses on the priority date of the <br />conditional storage rights. The largest portion of storage <br />rights have priority dates of between 1960 and 1980, <br />followed by the 1940 to 1960 time period. <br />A map of the locations of the conditional storage rights in <br />the Dolores/San Juan/San Miguel Basin is shown in <br />Figure 10-11. Different colored circles are used to <br />represent the total volume of conditional rights that each <br />location holds. This figure also shows the locations of <br />potential damsites in the Dolores/San Juan/San Miguel <br />Basin, as discussed in Section 10.1.5.4 below. <br />As described in Section 7, the development of existing <br />conditional water rights, including the Animas-La Plata <br />Project, would result in less available water for the rest of <br />the basin. <br />10.1.5.4 Dolores/San Juan/San Miguel <br />Summary of Restricted R~servoirs and <br />Potential Storage Sites <br />Several restricted reservoirs exist in the Dolores/San <br />Juan/San Miguel Basin and are listed in Table 10-9. The <br />total volume of restricted storage in the basin is 1,301 AF <br />and rehabilitation of all of these reservoirs will not <br />significantly improve the availability of supply. <br />Figure 10-12 also shows these data graphically. Besides <br />Water District 34, few other water districts in the <br />Dolores/San Juan/San Miguel Basin have restricted <br />reservoirs. Figure 10-12 shows that Districts 60, 63, and <br />68 each have less than 300 AF of potential storage if <br />repairs were made. <br />Figure 10-11 shows the locations of potential damsites <br />as identified by the CWCB in the Dolores/San Juan/San <br />Miguel Basin, along with the conditional storage rights <br />locations. Different colored circles are used to represent <br />the total volume of conditional rights that each location <br />holds.
