CWCB reviewed <br />information from the Basin Roundtable Technical <br />Meetings and Public Information Meetings, and provided <br />crucial input on the development of planning objectives <br />and strategies for achieving the objectives and <br />implementing solutions. <br />Basin R~undt~bl~s - Basin Roundtable Technical <br />Meetings provided a forum for local interests (municipal <br />water providers, agricultural water districts, local <br />governments, state and federal governments, and <br />environmental and recreational interest groups) to review <br />and present water demand and supply information, help <br />guide the development of water management objectives <br />and performance measures, and exchange ideas on how <br />to meet the water needs of the region. The focus of these <br />Basin Roundtables, which met up to four times in each <br />river basin, was to develop consensus on specific water <br />resources issues. Basin Roundtable members' input was <br />used as the primary means of identifying, developing, <br />and evaluating water management solutions in SWSI. <br />Publi~ ~utr~a~h - The SWSI public outreach program <br />provided a forum specifically for presenting information to <br />the general public, and for obtaining feedback on the <br />process and conclusions. A series of Public Information <br />Meetings was held within each of the river basins near <br />the beginning of SWSI. A second round of Public <br />Information Meetings was held in conjunction with the <br />last round of Basin Roundtable Technical Meetings. In <br />addition, public comments were received at each Basin <br />~~ <br />Roundtable Technical Meeting and at each CWCB Board <br />Meeting. <br />The members of the Basin Roundtables are shown in <br />Section 1.6, while Appendix B contains the Basin <br />Roundtable meeting schedules, agendas, and meeting <br />summaries. Appendix B also contains the Public <br />Information Meeting schedules and meeting summaries, <br />and contains the SWSI-related CWCB Board meeting <br />presentations. <br />9.2 Overview of Evaluation <br />Framework <br />The following terms were used to ensure that <br />stakeholders had a common language during the <br />planning process. <br />Objectlves The overarching interests in water <br />management - they define major <br />goals of water users in clear, <br />understandable terms <br />Pr~ferences Stakeholder values, specifically the <br />weights that they assign to each <br />objective, relative to the other <br />objectives <br />P~rformanc~ Indicators of how well the objectives <br />Measures are being achieved <br />Options The individual water supply projects <br />or management strategies that could <br />be implemented to meet the <br />objectives <br />F~mily af A grouping of similar types of options, <br />Options as described in Section 8 <br />Aft~rnativ~s Combinations of options that appear <br />to best meet water management <br />objectives, which may be developed <br />in subsequent phases of SWSI <br />The overall evaluation framework is summarized in <br />Figure 9-2.
