Arkansas Basin Roundtable Technical Meeting #4 <br />Meeting Summary <br />^ Rotating agriculture is already going on. <br />^ Does any other state do rotating agriculture? <br />- Answer: Yes, California. <br />Implementation <br />Sue Morea went through the implementation issues and challenges in employing various water <br />management strategies. There are various state and federal loan and grant sources available. <br />SWSI Wrap-Up <br />The major findings of SWSI and final report preparation and schedule were reviewed by Rick <br />Brown. The roundtable members were reminded that the final SWSI report will be presented at <br />the November 16-17, 2004 Board Meeting in Denver (location TBD). Feedback on the SWSI <br />project was asked of all BRT members. <br />Public Meeting and Comments <br />A separate public meeting was held at 6:30. The SWSI team gave an interactive presentation on <br />the SWSI process and findings to date. All public attendees at the BRT meeting were offered an <br />opportunity to comment. <br />^ Are we videoing this entire process? <br />- Answer: No <br />^ Need to take water and tie it into a foundational need in the home. <br />^ M&I needs are secondary to foundation needs. <br />^ Provide four videos to public library in Pueblo for viewing. <br />^ IPPs were on table, now with uncertainty it is unclear what to do with this new gap and why <br />we are developing this revised gap. <br />^ Nothing is perfectly legal, all things change. <br />^ South Platte deficit is proposed to be made up with Arkansas Valley transfers. <br />^ Need archive or data repository for data, how do we gather all infomation? <br />^ Things impact water - energy, social trends, etc. <br />^ How did you identify acres out of agriculture? <br />^ Need energy bill of rights to define what we need as a species. <br />^ If you are moving water, it needs to be of same quality. <br />^ What is PSOP? <br />^ We cannot have the northern part of the Arkansas Basin keep putting pressure on the Lower <br />Arkansas. Cannot play God and move water away from rural communities. <br />^ How serious is the threat on the Colorado River Compact? If there is a compact call and we <br />stop transbasin diversions, are we prepared for it on this side of the mountain? <br />^ Will Colorado River Basin drought conditions trigger a South Platte and Arkansas call? <br />^ The Arkansas River Valley can be a laboratory to define water issues. <br />^ Why is CWCB not advancing a solution? <br />^ Will it take consensus to move something forward? <br />^ Outfitters on rivers want to see tourism become a major industry. <br />~~ <br />Arkansas BRT Mtg #4 Summary.doc 11/29/2004 <br />
