<br />COLORADO <br /> <br />~ <br /> <br />~=9NS <br /> <br />Statewide Water Supply Initiative <br /> <br /> <br />I)EPARTMENT ()F <br />NATURAL <br />RESOURCES <br /> <br />Basin Water Management Objectives and Subobjectives (Revised 1/5/04) <br /> <br />The following is the list of objectives and subobjectives, as developed and revised using input from Basin <br />Roundtable members. They are not listed in any particular order; each Basin Roundtable member will <br />assign relative preferences for the objectives. Each alternative developed under SWSI will comply with <br />applicable laws and regulations, the water rights system, and individual rights. Objective 9 is thus <br />included as a basehne requirement but will not be used to compare alternatives. <br /> <br />1. Sustainably Meet Municipal & Industrial Demands <br />Meet M&I demands during drought <br /> <br />2. Sustainably Meet Agricultural Demands <br />Meet agricultural demands when and where needed <br /> <br />3. Optimize Existing and Future Water Supplies <br />Minimize non-benefidal consumption (e.g., evaporation, phreatophytes) <br />Maximize successive uses of nontributary groundwater and other legally reusable water <br />Maximize use of existing and new in-basin supplies <br /> <br />4. Enhance Recreational Opportunities <br />Provide adequate water for recreation when and where needed <br />Encourage the cooperative multiple use of water to enhance recreational and wildlife <br />opportunities <br /> <br />5. Provide for Environmental Enhancement <br />Provide adequate water for environment when and where needed <br />A void/ mitigate environmental impacts of new projects <br />Protect and improve water quality <br /> <br />6. Promote Cost Effectiveness <br />Allocate cost to all benefidaries fairly <br />Achieve benefits at lowest cost <br />Provide for funding eligibility <br />Mitigate for third-party economic impacts <br /> <br />7. Protect Cultural Values <br />Maintain quality of life unique to each basin <br />Provide for long-term needs (beyond 30 years) <br />Maintain open space <br /> <br />8. Provide for Operational Flexibility <br />Provide for short-term transfer of water to different users/ uses, while protecting water rights <br /> <br />9.
