Average Annual Water Demand for Power Generation

Estimates of current and future water use at various power generation
facilities in Colorado were obtained from power producers, such as Xcel and
Calpine. In addition, BBC Research & Consulting provided supplemental
information that permitted separation of power generation data by county
from their Yampa Valley Water Demand Study (1998). Water use data were
obtained for a total of 15 facilities throughout the state. These data are listed
in Table 10 by facility.

When the timing of facility expansion (i.e., increase in future water use) was
unknown, it was assumed that the increase in water demand would occur in
the year 2015, the mid-point of the 2000 - 2030 planning period. The Yalley
study indicated that future increases in water use would occur at both the
Craig (Moffat County) and Hayden (Routt County) facilities. In addition, this
study cited planned development of new power generating capacity within
the Yampa Valley. It was assumed this development would be on-line in
2015. Water demand for this new development was divided evenly between
Moffat and Routt County as shown on Table 10. The aggregate future water
demand for power generation in Moffat and Routt Counties in 2030 was
interpolated from the BBC projected water demand for 2025 and 2045.

Estimated water use for power generation for counties summarized in Table
10 is provided by year in Appendix B. Information on current and future
water use for power generation throughout the state could be further refined
with additional data collection.

III.
