to exclude stations in remote non-populated areas. The data include average
daily maximum temperature in 2000, normal (30-year average) daily
maximum temperature, departure from normal maximum temperature in
2000, total precipitation for 2000, normal (30-year) annual precipitation and
departure from normal precipitation in 2000. The county-level weather data
were assigned to water providers based on the county of location.

Median household income, number of households, household size and the
ratio of single-family to total housing were all obtained from the United
States Census Bureau, 2000 Census. Data were obtained at the Census
Designated Place (CDP) level when a provider could be matched with a CDP.
When a CDP could not be matched with a provider service area, county-level
Census data were obtained, except for the number of households. Data on
number of households must be representative of the provider service area.
Therefore, number of households data were obtained only for providers with
a matched CDP. The number of observations in the sample data base
matched with number of households data were 125 (of 167). Note that this is
the only variable in the sample database not having 167 observations. Single-
family ratios were calculated from Census units-in-structure data by dividing
the sum of one-attached and one-detached housing units by the total number
of housing units.

County-level employment data were obtained from the Colorado DOLA.
Ratios were created from this data for the industrial, retail and service sectors
at the county level. Employment for each sector was divided by total
employment for the county. These ratios were assigned to providers based
on the county of location.

A set of binary variables was included in the database to indicate the basin
location of each provider. In addition, binary variables were included as
indicators of three regional areas of the state (i.e., Eastern Colorado, the Front
Range, or Mountain region).

Sample Database Statistics

The SWSI sample database consists of data for 167 providers. The geographic
distribution of these providers are shown in Figure 2. The providers are
located throughout the eight river basins of the state: the Arkansas,
Colorado, Gunnison, North Platte, Rio Grande, San Juan, South Platte and
Yampa. The number of observations per basin varies from one in the North
Platte to 65 in the South Platte. The North Platte basin consists of one,
sparsely populated county.

Note that subsequent to the modeling analysis described in this section, additional
water providers were added to the database as described in the GPCD Results
section.

As illustrated in Figure 2, the sample database provides a geographic
representation of water providers throughout the state. Forty-two
observations (twenty-five percent) are located in the Arkansas basin, sixteen
(ten percent) in the Colorado, eleven (seven percent) in the Gunnison, one in

10

III.
