Use of hatcheries as mitigation for loss of habitat will have little meaning
and no credibility if the streams supporting wild trout or native fish communities can no longer function except as
artificial transportation conduits to move stored water from one reservoir to another. The Mumma Hatchery is a
useful tool in native species conservation, however, if we continue to trade off habitat for hatcheries, we will be
faced someday with native fish in hatcheries and no viable stream habitat to restore them in. The functionality of
stream habitat for self-sustaining aquatic communities is part of what is at issue.

Tom

9/1612004
