<br />, <br />I <br />I <br />I <br />I <br />j <br />I <br />, <br />I <br />I <br />I <br />I <br />I <br />, <br />I <br />i <br />I <br />I <br />I <br /> <br />was determined that the Bureau would conduct an exploratory <br />program within Arizona. The purpose would be to examine the <br />suitability of winter clouds for possible future weather modifi- <br />cation activities aimed at enhancing the winter precipitation <br />on Arizona's high plateau region. This obviously fortuitous <br />chain of events led to the development of the field program <br />that was conducted during a portion of the 1986-87 winter <br />season in Arizona. Since the area of the investigative study <br />was still within the Colorado River drainage, NAWC continued <br />to fulfill its contractual obligations by providing support <br />to the Bureau's efforts, except no actual cloud seeding was <br />conducted during the field season. <br /> <br />The bulk of this final report is aimed at reporting NAWC's <br />activities during the Arizona field program and subsequent <br />data reduction and analysis of that data. However, where <br />relevant, portions of the report also touch on the previous <br />work on the Grand Mesa, e.g., the results of the seeding experi- <br />ments briefly discussed above and in the concluding section <br />of this report. <br /> <br />Preparatory to conducting the field program in Arizona, <br />the Bureau prepared an Operations plan which described the <br />goals of the program and detailed the methods and equipment <br />to be used during the program. This Operations Plan contains <br />relevant portions of NAWC's Work Plan, which was developed <br />to outline the areas of responsibility of NAWC and to detail <br />the Contractors role in providing support to the project. <br />Some portions of the Operations Plan have been included within <br />this final report, either verbatim or in some cases summarized. <br />This is particularly true for some of Section 2, which deals <br />in part with a description of the equipment and facilities <br />used by NAWC (and the Bureau) on the field program. <br /> <br />1-4 <br />
